Scott Liebel serves as a Client Relations and Development representative for Utilities at David Mason + Associates. A licensed Professional Engineer in MO and IL, he applies extensive technical knowledge and leadership experience to expand DMA’s client base, with a particular focus on engineering services for private utility companies.

Scott joined in DMA in 2019. He brings 37 years as a former Ameren Missouri civil engineer and engineering supervisor. His background in electric power distribution gives him expert knowledge of overhead and underground system design and maintenance. He also brings experience in system inspection programs, statewide inspection team supervision, third‑party attachments oversight, and adjacent regulatory support.

Scott serves on the foundation boards for the World Bird Sanctuary, St. Charles Community College, and Barnes‑Jewish St. Peters and Progress West Hospitals. Scott enjoys golfing – he and his wife, Denise, have two children and five grandchildren.
