City Arch River Central Riverfront / Leonor K. Sullivan Blvd.

Leonor K Sullivan (LKS) Boulevard is located in the City of St. Louis, Missouri adjacent to the Jefferson National Expansion Memorial (JNEM). Situated on the Riverfront of the Mississippi River, LKS passes the Gateway Arch; the iconic symbol of St. Louis.

A public-private partnership CityArchRiver (CAR) was established to support and coordinate a multi-phased project to invigorate and expand the JNEM and to improve connections to downtown St. Louis and the Riverfront. One of their partners, The Great Rivers Greenway District, selected DMA to lead a team of engineers, architects, and planners in the design of a new 1.5 mile long multi-modal transportation facility along LKS with improved connections to the JNEM and the Riverfront.

The Project resulted in the creation of a new bicycle greenway and public spaces with amenities along the Riverfront. Additionally, the Project elevated the entire greenway approximately 2-feet to reduce the number of flooding events that prohibit access to the Riverfront. This required modifications to the existing flood protection system along the Mississippi River.

DMA provided all Project Management, Structural Engineering, and Surveying for the Project. We led the coordination with federal, state, and local agencies including the US Army Corps of Engineers, MO Department of Natural Resources, and MO State Historic Preservation Office. An Environmental Assessment was required for the Project, as well as Section 401 and Section 404 permits from the USACE.
